Additional $214 million Allocated for Soo Lock Construction
IIJA included $1.2 trillion to improve highway, rail, aviation, navigation, water, broadband and energy infrastructure. The law provided the Corps with $17 billion for its civil works program. In January of this year, the Biden Administration announced that $479 million of IIJA funds would be dedicated to completing construction of the new lock at the Soo. That number has now been revised to include an additional $214 million.
In late winter of this year, the Corps updated its project cost estimate for the new lock to $3 billion, surpassing the $1.4 billion earlier estimate. In July, the U.S. Senate passed the Water Resources Development Act of 2022, which includes a revised authorization for the project of $2.9 billion. These new funds are contingent upon this revised project authorization eventually being enacted by the full Congress. The new lock is currently under construction.
