TWIC Efficiency (TWICE) Act to be Reintroduced in Congress

The TWIC Efficiency (TWICE) Act will be reintroduced in Congress this September to streamline the Transportation Worker Identification Credential (TWIC) card application process, especially for individuals reentering the workforce or navigating redress.

The TWICE Act would require the Transportation Security Administration (TSA) to establish clear, standardized guidelines to improve the efficiency and accessibility of the TWIC application process. The bill would direct TSA to conduct a series of guidelines.

  • Create a process for individuals nearing release from custody to pre-apply for a TWIC card

  • Provide support and guidance for those navigating the redress and waiver process after a preliminary ineligibility notice

  • Report to Congress on how these improvements are expanding access and streamlining the process

By making the process more navigable—not by changing eligibility—the TWICE Act helps employers fill jobs faster, eases the administrative burden on TSA and expands access to good-paying careers in critical industries.

A TWIC card is required for many maritime jobs including longshoremen, port facility workers, dockworkers and security and maintenance personnel.
